Naples has expensive homes, expensive roofs, and a persistent myth that inflates both. Roofer and estimator pages routinely claim Naples must meet Miami-Dade hurricane codes. It does not, and believing that can lead you to overpay for products you are not required to use. Here is the accurate version, along with what a Naples roof really costs and why Hurricane Ian still shapes the market.
What a new roof costs in Naples
Prices here are not published by any agency, so the figures below come from contractor and estimator pages. Naples skews expensive because the housing stock skews large and tile-heavy, and because the market caters to high-value homes.
On a modest 1,800 square foot roof, a Naples contractor’s own ranges look like this, with tear-off included:
- Architectural shingle: roughly 17,000 to 27,000 dollars.
- Standing seam metal: roughly 28,000 to 44,000 dollars.
- Concrete tile: roughly 37,000 to 57,000 dollars, and tile is the expected material across much of Naples.
Per square foot, tile in Florida commonly runs 9 to 19 dollars for concrete and higher for clay. Naples cost profiles sit modestly above the Florida baseline, and many Naples reroofs happen on homes worth well into seven figures, where matching existing tile and satisfying an architectural committee matter as much as the base price.
The HVHZ myth, and the truth that is almost as strict
Florida’s High-Velocity Hurricane Zone covers exactly two counties, Miami-Dade and Broward. Collier County, where Naples sits, is not in it. So the claim that Naples requires Miami-Dade product approvals is wrong, and a contractor should not be charging you for a Notice of Acceptance product regime that does not apply here.
What is true is nearly as demanding. Coastal Collier carries a very high ultimate design wind speed, on the order of 160 to 170 miles per hour for typical homes under the Florida Building Code wind provisions, and most of Naples sits inside the wind-borne debris region. So your roof needs high wind ratings and enhanced fastening, it just uses statewide Florida Product Approval rather than the Miami-Dade system. Confirm your address’s wind speed with the county or the ASCE hazard tool rather than a single number from any article.
Why the myth costs you money
If a roofer justifies a higher price by telling you Naples is in the HVHZ, that is a factual error working in their favor. You are entitled to statewide-approved HVHZ-rated products, which meet the real requirement. Ask for the Florida Product Approval number of the system, and do not pay a Miami premium for a Collier roof.
Ian is still the story
On September 28, 2022, Hurricane Ian made landfall at Cayo Costa with 150 mile per hour sustained winds, later reanalyzed to a peak near 160. In Naples the National Hurricane Center’s report on Ian documents a tide gauge on the Naples Pier reading 6.18 feet above mean higher high water before the pier itself was destroyed. Ian became the costliest hurricane in Florida history, around 112 billion dollars.
Naples has been hit again since, with Hurricane Milton in October 2024 pushing over five feet of water at the Naples gauge, its second-highest reading on record, and Hurricane Irma making a direct Collier landfall at Marco Island in 2017. The cumulative effect is an aging housing stock that has been stress-tested repeatedly and an insurance market that scrutinizes roofs hard.
The post-storm fraud you have to guard against
Every major storm draws contractors who should not be working. Florida licenses roofers, and unlicensed contracting during a declared state of emergency is a third-degree felony, not a technicality. A Naples man was sentenced to federal prison for defrauding an elderly Naples couple while posing as a contractor he was not licensed to be.
Two rules protect you:
- Verify the Certified Roofing Contractor license at DBPR before any money moves, and confirm the status is current and active, not just that a record exists.
- Under Florida Statute 489.147, a contractor cannot require you to sign an assignment of benefits as a condition of doing the work. If someone insists you must, walk away.

Permits, the 25 percent rule, and your roof’s birth date
Every roof replacement in Collier County requires a permit, processed through the county’s Growth Management department, with a dry-in inspection and a final before the permit closes. Fees are value-based, so check the county’s current schedule rather than a quoted figure. Start at the Collier Clerk permits overview.
Then find your roof’s permit date. Florida’s 25 percent rule, in Florida Building Code, Existing Building, section 706.1.1, forces a whole roof section up to current code when 25 percent or more is repaired within a year, but Senate Bill 4-D exempted roofs permitted on or after March 1, 2009. On an older Naples home, a large tile repair can tip into a full code-compliant replacement. We explain it in Florida’s 25 percent roof replacement rule.
Insurance, HOAs, and how long a Naples roof lasts
Florida Statute 627.7011 bars an insurer from refusing to issue or renew a policy solely because of roof age when the roof is under 15 years old, and at 15 and older entitles you to an inspection before replacement can be demanded, with age alone insufficient to refuse if five or more years of useful life remain. Read the statute. Naples sits in one of the hardest and most expensive insurance markets in Florida, with waterfront premiums that can reach into the tens of thousands. This is general information, not legal or insurance advice.
Naples also has some of the strictest HOA roofing rules in the state. Many communities require clay or concrete tile in a specified color and profile, and an architectural committee must approve your material, color, and contractor before work begins. That approval often dictates your budget more than any negotiation with the roofer.
Lifespan here, from contractor consensus, with salt air taking several years off each:
- Asphalt shingle: roughly 15 to 20 years.
- Tile: 50 years and beyond for the tile, but the underlayment beneath commonly fails at 20 to 25, so plan a re-underlayment long before the tile wears out.
- Metal: roughly 40 to 70 years, with aluminum favored near salt water.
“Naples is not in the HVHZ, whatever a quote tells you. It has high design winds and a debris region, which is demanding enough. Do not pay a Miami premium for a Collier roof.”
The bottom line
Expect high numbers, especially for tile, and expect your HOA to have opinions. Verify the roofer’s license and refuse any mandatory assignment of benefits, ask for the Florida Product Approval number rather than a Miami-Dade one, and check your roof’s permit date against March 1, 2009.
